Italian Legal Framework


The Italian procedure for site remediation (Title V, Part 4th, Legislative Decree n. 152 dated April 2006 and subsequent amendments) foresees that, whenever contaminants concentrations in soil and/or groundwater are higher than Contamination Threshold Values (CSC) stated by the decree itself, a site-specific Risk Assessment has to be conducted in order to define Risk-based Target Levels (CSR).

Risk Assessment

Different algorithms, based on deterministic or statistical approaches, are available for conducting a Health and Environmental Risk Assessment (RA). Even in simple cases, a RA is correctly applied only if and when a satisfactory knowledge of the site has been achieved during the characterization phase, in terms of local geology and hydrogeology, contaminants characteristics, fate and transport mechanisms, potential receptors, etc.

NCE has developed risk assessments for industrial and commercial sites since 2003, and its personnel has gained experience starting from the mid-90ies, when risk assessment was in its pioneering phase in Italy. From the introduction of Legislative Decree n. 152/06, several risk assessments for the definition of cleanup goals have been conducted by NCE's staff and approved by the Authorities.
